About the Affordable Care Act

The Affordable Care Act (ACA), also known as Obamacare, is a comprehensive health care reform law that was enacted in March 2010. The law was designed with three primary goals in mind: to make affordable health insurance more accessible, to expand Medicaid coverage, and to support innovative medical care delivery methods aimed at reducing overall health care costs.

One of the key provisions of the ACA is the availability of subsidies, known as “premium tax credits,” which help lower the costs of health insurance for individuals and families with incomes between 100% and 400% of the federal poverty level (FPL). These subsidies make health insurance more affordable by reducing the amount individuals and families have to pay for premiums. Even if an individual’s income exceeds 400% of the FPL, they may still be eligible for a premium tax credit, albeit a smaller one.

In addition, individuals with incomes at or below 150% of the FPL may qualify for a Special Enrollment Period, which allows them to enroll in or change their Marketplace coverage outside of the usual enrollment periods.

Another significant aspect of the ACA is the expansion of the Medicaid program. The law intended to extend Medicaid coverage to include all adults with incomes below 138% of the federal poverty level. However, it’s worth noting that not all states have chosen to expand their Medicaid programs, resulting in variations in coverage across different states.

Lastly, the ACA aims to encourage and support innovative medical care delivery methods that have the potential to lower the costs of healthcare. These methods prioritize efficiency and improved outcomes, such as accountable care organizations (ACOs) and value-based care models. By incentivizing these innovative approaches, the ACA aims to transform the health care system towards a more cost-effective and patient-centered model.
